Don't use the FrontPage Web Server. It won't work with FoxISAPI (or just about
any other Web dev tool)...

You need Microsoft Personal Web Server, which ships with FrontPage 98, any
version of NT, Win98 or IIS which comes with NT server. Otherwise you can
download it from the Microsoft site.
