I think he means it may almost count as a new project. Because, if you think of it, the project is not just what's in it, it's also people who are on it, and the way it's being done - among other things. So you're changing several major pieces of the puzzle (people, means of communication among them, and probably some other parts of methodology). May be as hard as a new one.
