I've used a couple of commercial frameworks on my previous jobs, but on the last three there's a home-grown one... and I've had my own back in the nineties, and have some sort of almost usable framework even now. I get back to it when I got absolutely nothing else to do, which is not too often :).

And yes, the programmers are the best users - they speak your language and know how to define a problem and spec it out.
