When you say it does not recognize it, what do you mean?? I have a suspicion that you may not be adding the TLB file in addition to the DLL. For VB DLL's you don't need to do this. But, it is a requirement for VFP DLL's right now.

As for the build at Devcon, that works fine with MTS.
