I suspect that you are correct... unfortunately.
You see, the idea is that these actions were sooo far beyond 'acceptable' that even those who would regularly run into that pair would ignore and shun them.
In effect the perpetrators get a free pass from their closest and most valued colleagues. What a deal!!!!!!!
