Not really. Local communities are bending backwards to cater to businesses which promise to employ their citizens. They not only forego local taxes and other dues, they often add their own investment (in roads and other infrastructure) and actually have a net loss over the first decade or so, all for sake of their people getting jobs. And then when all this investment is supposed to start paying off, the business goes away to blackmail some other place.
And no, once they decide they'll go, they're gone. So a bit of a
Chinese cook's revenge is not out of place.
