DBI-Tech.com has "Calendar Tools", a single-developer, royalty-free utility for $249. It includes ctCalendar, date, days, dropdate, month and year.
I looked at the ctMonth form, and looks like what I need. Since there is no real documentation, I'm not sure how I would populate this with a dbf.
I re-ran the ctMonth on Vista again, and it did as expected. I drilled down through the details of the error and saw the familiar c00000005 error number. Not sure if that will help you or not. If you'd like me to try something on the Vista box, let me know.
