When you set this, the form can be upto 800x600 -- it does not account for menu at top, toolbar at top/side/botttom, or the status bar. Also, the Windows task bar takes up space. So if you set at 800x600, the form will not "fit" into the screen area if the host monitor is displaying 800x600.
