If it is a reward for contribution to a community then surely the community should be given a voice in its allocation. It is not about whether these specific individuals are deserving of an award, which I'm sure they are. It is about who the award is given in name of. If it is in the name of community service then more than just a handful of people should be involved in its awarding. Unless its just the Tom, Dick and Harry award; in which case just T,D, and H can decide who gets it and then thats the weight it carries as well.
