The tooltip is set to memo contents so the user can read the data if they hover over it. The one memo field that is used has to be merged together and the user has no choice, so generally they did not bother reading the values.
If I did want to allow the user to compare and/or edit like other data types I could use the Editbox for memo type instead of the textbox. Depending on how much text is stored in your memos you may want a seperate form to make reviewing large amounts of text more practical.
