All I said is 15,000 people cannot define a process effectively.Of course they can. Companies on the Stock Exchange may have millions of shareholders, each of whose input must be sought re company direction every year at an AGM, or in writing in a host of circumstances. The task would be relatively trivial as per precedent in this community, especially since it is likely that they would "rubber stamp" any halfway sensible proposal.
