This is a SWAG that might not apply to MSDN downloads, but have you tried downloading with a browser other than IE? Depending on what a given download manager actually is and how it needs to be invoked (e.g. ActiveX), using a non-IE browser can sometimes force complete bypass of the download manager. For the price of FireFox or Opera it might be worth a try ;)
