Do you have a non-standard keyboard i.e. one that has extra keys and may require a special driver? Might it be a wireless keyboard? I've seen otherwise inexplicable things happen when wireless keyboard batteries are about to die.

Do you have the same problem when you press Ctrl-O with either Ctrl key? Have you tested with both?

Another out-in-left-field thing to try:

- Press all of the keys multiple times to make sure none are stuck. Pay special care to Ctrl, Alt, Shift and bottom row keys

- Then turn the keyboard upside down over a surface you don't mind getting dirty, and bang on the underside of the keyboard for a while to knock the crud out of it

Or, just try with a different keyboard ;)
