Imho, You can do preprinted forms much *easier* by using PDF library
then calling postscript dll directly. Check Martin Halusa XFRX report converter product; They also offer report scripting possibilities where you can draw entire report from scratch by freely creating pages, inserting text in precise page coordinates, drawing lines rectangles etc.
*Easier* is not all that easy but it is doable.
