Of course this has absolutely nothing to do with our enhanced "terror alert." The bureaucrats who initiated deportation proceedings in 1990 were not clairvoient (sic) enough to realize that there would be a "terror alert" when a resolution would be near at hand. It also has absolutely nothing to do with our immigration situation (other than that there are rules which supposedly govern the immigration process).

OMG - we agree. An unfortunate aspect of bureaucracy is that the only way to circumvent its shortcommings is to shed light upon it.
