As south american and libertarian I'd have something to say:

American diversity is IMHO the key of your success. The immigration policies you had before were far better than the restrictions you have now in the long term.

But you welfare state is too expensive. You pay about 1/4 to 1/2 of your income in taxes and don't get anything remotely adequate for the enormous amount of money you pay.

So the proposed solution would be let anyone enter to your country, legally (we are not talking about criminals) but don't pay for any service to them and don't subsidize anything, even health care and education. Hey, do the same to your own citizens too. Let them pay whatever they can afford to private health care and schools. Reduce taxes by a 10- factor, specially for business and encourage donations to charity. That would let your people elevate their income, expenses and wealth, and the same will happen to your business. Donations will grow fast with more Buffets and Gates, and their foundations could be a lot more effective that any government program. Your government, liberated from the insane amount of responsibilities it has now will focus better in security and in an effective legal system.

Don't reject aliens. In the long term, they'll contribute to make your country better.
