I cannot give you any advantages from one to the other, as what I did in previous version I am still doing in CS3. But I can tell you that CS3 seems to have a lot of integration with the other fleet of Adobe products for development.

I mainly develop dynamic web applications. So we have search pages and results pages and data entry pages. We have set up several PDF reports using the Adobe Report Writer.

Dreamweaver for me is nothing more that a glorified text editor for html/cfm code. The biggest element in it that I like is the check in/check out feature. This allows team development of web pages, so we do not clobber each others code.

Since I do mostly dynamic pages and not static web pages. I design in code view all the time. Those that do mainly static web pages would find the design mode of Dreamweaver rather nice.
