Yes, we had this same problem right now. I'll explain:
Peruvian government is giving direct financial aids to people that live in certain poor places. Now there are lots of poor people that live in different parts of the country trying to enter there.
What can I say? you are entitled to do with your tax money what you want. AFAIK, in some places in Europe you have the option to choose if you will support church with your taxes. Maybe you can implement that same system in your country.
That's a consequence of the tax definition: Taxes have two components: Forced collaboration to stuff that will benefit you (highways, police and so on) and forced charity to stuff that won't benefit you. Is the government who decides how the money is used.
