I'm not disupting that this has received significant publicity. But the public does not respond to newspaper stories anymore - they get their news from televison. While front-page stories may generate enough publicity to force congressional action (I would hope so) a single 30 seconds spot on local news (especially if it's picked up by a couple of other stations) would (at least in my opinion) be enough to force action.
