Actually, the whole "vagrancy is forbidden" legal story sounds ridiculous to me, unless it was just a feebly masked attempt to remove Gypsies, as they are the guys who live outside most of the time. Other than them, why would anyone want to sleep outside regularly? Out of a whim? I really don't see why would it be forbidden, specially in a park, which is a public area.

Actually I know of a case... one of the Bosnian colonists in 1947 got into a village on the border. He was in the corn fields, and felt like peeing, and not trusting the corn to hide him properly ("give me solid rock - this is nothing"), walked a tad too far. The border was in the middle of a corn field. Luckily, it was before 1948 - so he survived.
