Hi,
i Dont know abt blocking but I could open the page with no errors and on the first count itself.

maybe the DNS servers of the ISP are not updated or crappy.

Same with my ISP in India. So i use Open DNS at 208.67.222.222 and 208.67.220.220

Try with these and see how the page opens...
