Hard work, I imagine. It's my experience that most immigrant families are willing to work together for family goals. Certainly, that was true of previous generations of immigrants to the US. (Personal example: my mother's sisters allowed her to live when them rent-free in the summers when she was in college, so she could work to earn the tuition and board money. As a result, she became the first college graduate in her family.)

Given that so many of the illegal immigrants have come here because they can't earn enough to live (or enough to advance in life) in their home countries, I see no reason not expect those families to save together to send their children to college.

I'll also point out that the article said there were 340 illegal immigrants out of 271,000 students in the whole system. That's .125% (one-eighth of one percent) of the student body. Seems like there are more important issues to worry about.
