Let's be accurate here. Most illegals can afford to pay for insurance. They pay for auto insurance immeidately when they get caught driving without insurance. They choose not to and they choose not to pay for medical insurance as well. You do not have to produce any proof of being in the country legally to purchase medical insurance. Typically they are using forged drivers licenses or licenses based on stolen ids but that all takes time to determine. In the meantime, they are given 24 hours to produce proof of insurance or have their driving privileges revoked. I have seen the 100,000s of insured records myself having worked in that field for years recently.
