Most don't purchase it simply because it is not something they were required to purchase in Mexico. Also, they know they can get free emergency treatment in any hospital and if stopped driving, can purchase it the next day produce the DL123 to the police.

I didn't really think you were, I was just trying to make sure it wouldn't be interpreted that way.
