Jeff,

You'll need to distribute COMCTL32.OCX which contains the progress bar. You can find it in your windows\system or windows\system32 directory. Put it in the root directory of your application. The setup wizard should automatically determine that it belongs in the winsys folder and that it needs to be registered and an ActiveX control.
