Whether it's a way to impractical or to anything else, doesn't matter - it would be much easier to do if and when the pressure eases. Why do the people jump the fence? Because they want to go to the other side, and there's a nasty guard/dog/whatever at the gate, and the nearest gate is too far anyway.

But if it becomes normal that there are enough gates, that you aren't a priori a criminal if you try to go through one, and that you can actually go back and forth as much as you like, why bother jumping the fence?

Then the few who still have reasons to jump will become exceptions and far easier to spot.
