I don't see why it can't be tailored. Think of all that wasted time spent memorizing things you'll never need again. All the money wasted on classes you don't need. You get a nice general education in grades K-12. Once you are an adult, _paying_ for the classes you take, I see no reason not to tailor it specifically to your needs.
You say the individual might not know what he wants? Then don't go to college right away. Or try a few classes here and there to get some ideas. But if you know what you want, why fool around. I knew I wanted to become a programmer. I had been doing it for fun for years and was ready to make a carreer out of it. But I had to go through 6 years of nonsense first. What a waste of my time, my money, taxpayers money, etc.
For the 25k I spent on school, they could've damn well tailored it to what I wanted to take. Other than taxes, nothing else forces me to spend money on things I hate to do. It would be like buying a fancy vacation and being told that in addition to the places you want to go, there are several others you must go to just because they're "good for you".
