Not quite sure GDI+ has the capability to convert bitmaps into vector graphics. It's a major feature in any graphics package, and generally involves trial and error, adjusting the settings several times until you get it right etc etc. Maybe if GDI+ supports other vector formats (say, SVG or PostScript or CorelDraw or Illustrator or HPGL) then it may convert between them. But bitmap to vector... I doubt that.
