I removed all applications from startup in both the startup group and the registry. Even with this configuration it will not load FoxFont, in fact when I try to add the font to Windows through the font applet in control panel, it tells me that it is unable to load the file and it may be corrupted, but I know it isn't corrupted because it works great in safe mode.

I don't know that there is a "limit", but from my own experience, W95 starts to act flakey at about 150 fonts. You're WAY past what I've found to work reliably. My machine has 87 fonts installed, and even at that, once in awhile I get strange looking things happening that are font related. ("blurry" characters, scrambled characters, etc)
