Yes, that's what I learned at school. But certain areas of Europe are even more populated. For example the Ruhr Gebiet (I don't know how it's called in Germany or in English). Also our cities are small. The Hague, Rotterdam and Amsterdam each have far less then 1 million inhabitants. But it's true that there's really no place in the Netherlands where you can look to the horizon without seeing a church marking a town/city or village.
