I have a search button which asks for 3 inputs from users, (riskno, name and effectivity date)

How can I do this in such a way that all 3, or 2 or only 1 can be entered. Like the user can search by entering name and effectivity date, or enter the riskno alone, or enter the riskno, name and effectivity date.
