The laws for driving are different here depending on the state. In NC, you cannot get a drivers licence without drivers ed and one year of a learners permit with a licensed adult driver for a year until you are 18. You can get a learners permit at 15, but regardless of when you get it, you have to have it for 1 year and then you can take the tests for a license. After your year of driving with a licensed driver over 18 under the permit, you can test for a graduated license. If you pass the eye exam, the written exam, and the behind the wheel exam, for the next 6 months you can only drive from 5am-9pm on your own and only 1 other person under the age of 18 can be in the vehicle with you. No one under the age of 18 can use a cell phone while driving. From 9pm-5am it is just like a learners permit. A licensed driver over 18 must be sitting in the seat beside you. If you don't meet all of those requirements, you cannot test for a full license until you are 18.

By the way, I agree with you on the training and licensing of firearms. I have absolutely no problem with that and believe it should be required as a federal law.
