To have new version of SP2 (5815) you should uninstall VFP and then reinstall it and apply new SP2 over that new instance.
If I remember well I did this:
1. Uninstall VFP
2. Reboot (no need but just in case :o)
3. Install VFP
4. Apply SP1 (For this I am not sure)
5. Apply new SP2.

BTW I have no problems with Task Pane VFP SP2 (5815) and Vista.
