It requires MSXML2.DOMDocument.4.0
Microsoft XML Core Services (MSXML) 4.0 Service Pack 1 (SP1) or later.

If you have some other MSXML installed maybe you could change:

#define MSXML_PARSER "MSXML2.DOMDocument.4.0"
in foxpane.h and recompile TaskPane application. Never tried this though.
