Your license agreement doesn't allow you to distribute the FoxPro wizards. There should be a file called license.txt in your VFP directory that lists all the non-distributable parts.

You could create your own wizard, or use a third party tool. FoxFire! is one, and others here have mentioned BullsEye Reports.
