One possibility is that if the volume in question is FAT32, advanced security is not available. He would need to convert it to NTFS via the CMD-line CONVERT utility:
convert c: /fs:ntfs
After doing that, he would need to re-set security on any shares he may have established previously while the volume was FAT32.
