UPDATE. This problem only shows itself when I have this CHM file on a Desktop. I just copied it to flash drive and it works correctly from it. Not sure, why it doesn't work correctly from the Desktop.
I usually saw this behavior only when the CHM file was available over the network. For these cases, I wrote FAQ #28607. I very much doubt it applies here, but just in case...
