Here, it is not so congested, so unless you live in a very congested location (downtown or a section of a large city where bars are) you don't see it. There are specific bars (hangouts) that get that way around closing time so it pretty much is limited to their parking lots. Only very large cities have bars and businesses so close together though where people may be walking on the streets. Usually there are only a couple of drunks though. Drinking is a problem still and binge drinking among college students so if it occurs, it is around college hangouts. The drinking age here is 21 so anyone drinking younger is a party at a home, not a bar.

Those troublemakers are then on the street where they ruin everyone elses evening. We ban people from driving drunk I think it would be a good idea to ban repeat offenders for drunken troublemaking from buying or consuming alcohol.
