Yes and no. You can do it but not programatically.
For a line under the field --Draw a line and set it's print when clause to whatever condtion you want.

Or put two fields on the report, one on top of the other. Set font bold for one and not for the other. Or set font to underline for one and not the other. Than use print when clause as you need for each one.
