COPY TO ... TYPE DELIMITED

I tried it with DELIMITED WITH "," and that eliminates the header, but doesn't include the quotes around character types. I need it to be just like the output by the COPY TO filename.txt type CSV where it puts quotes around character fields, and does not with numerics, but I need it to exclude the header.
