If you use forms with private DS, these lines should be in either form's DE BeforeOpenTables method or in form's Load. I have these kind of settings in my base form class Load method. Also it could be a special Settings class which you can instantiate in your form's Load method.

I also believe you can set certain environmental settings through config.fpw for your IDE.
