Securing Fox Data in Terminal Services App

I have inherited a VFP app which runs through MS Terminal Services.
The server (Windows 2003 server, dedicated, workgroup (no domain)
is not in and cannot be placed in a secure location. I want to do a
better job securing server data from both inside and outside.
For those who support TS apps:
- Is there any way to grant access to this data ONLY through the
TS application (no "user" access rights to the data, even if the
user is sitting at the server)? These are dbfs sitting out there
in a folder on the server. I don't want anyone poking around in
these files, except through the TS app. I don't want anyone copying
data files either.
- If so, do you have any pointers on where I might find a detailed
instruction on how this might be done?
There seems to be a lot of documentation out there on securing
data from outside, but none from inside. I'd sure like to do both.
This is the first time I've encountered a TS app and I'm a bit lost.
