When I set up the icon as you describe and compiled in 3.0b, Win95 displayed the small icon correctly under Explorer.

They should do it for free, since you have a legitimate problem with the older version. Hopefully they will tell you this, but when installing 3.0b, you should not overwrite 3.0--save what you need to save, uninstall 3.0 (remove the entire directory) and then install 3.0b clean. Apparently there are some problems you can run into if you don't do this.
