There's no generic parallel port driver, if that's what you mean. It is possible to write a driver that uses the parallel port for I/O; it would be the responsibility of the hardware vendor to provide such drivers.

In general, you'll find much better support for SCSI-based devices under NT, since the foundations for using a SCSI HA are built into the operating system; the HA vendor provides a driver that connects the HA to the generic SCSI driver, and the device is either natively supported (things like CD-ROMs, fixed and removable media drives) or the device vendor needs to provide a driver that talks to the generic SCSI intrerface.
