I've been using the Commandbars for quite some time without any problem.

When you created your main menu (File, etc), and you open it up in the builder, the list of menubars appear on the left - on the right are your options.

Click on MenuItems to add items BELOW the next level. (it will say Collection)

Once you're in there, you can then add Menu Items which appear as you need them.

If you need to go lower still, there is another MenuItems property there.
