I agree, but AFAIK there is no way to turn it off through the interface. Perhaps it's possible to figure out from the rule itself it is fired by the MODI STRU. Need to think about it a bit.

BTW, I found the same problem as you too a while back. I thought I discussed it here, but I was unable to find relevant threads.
If it's not broken, fix it until it is.
