In other words I can add the 'File', 'Edit', 'View', 'Favorites', 'Tools', 'Help' items that would show on the standard internet explorer menu but I can't add the items under those, such as under 'File', there is 'New Tab', 'New Window', 'Open', etc.

I click on the 'ADD' button and choose 'Add Menu Item' and it takes me to a second form that says 'Choose the command to add and click OK'. Then there are two list boxes with the headings 'Categories' and 'Commands', with an OK and CANCEL button at the bottom right. The problem is there is nothing in the list boxes to pick from. They are both blank.
