Then perhaps it is a permission issue that arose after the restore. If you are still having problems, you may want to try running something like this using subinacl to ensure full permissions:

subinacl /subkeyreg HKEY_LOCAL_MACHINE /grant=administrators=f
subinacl /subkeyreg HKEY_CURRENT_USER /grant=administrators=f
subinacl /subkeyreg HKEY_CLASSES_ROOT /grant=administrators=f
subinacl /subdirectories %SystemDrive% /grant=administrators=f

subinacl /subkeyreg HKEY_LOCAL_MACHINE /grant=systems=f
subinacl /subkeyreg HKEY_CURRENT_USER /grant=system=f
subinacl /subkeyreg HKEY_CLASSES_ROOT /grant=system=f
subinacl /subdirectories %SystemDrive% /grant=system=f

That should be the case anyway. It may have to do with acl permissions to the sqlserver database as well.
