I wouldn't be surprised if the investment firms and small banks ( < 500mil assets) managed to avoid it entirely. Large banks though, I really doubt it because the oversight was so stringent while I was there.

It indeed did covere financial institutions with greater than 500mil in assets - which all but the smallest bank fall into that category. For those with less than 500 million in assets, they were given a time frame for compliance.
