Did I say it was based on a comparison of policies? I did not. Policy positions are less important than the ability to implement one's policies IMO. Even Presidents can't just decide what they think the best policy is and then flip some switch to make it happen. In that regard I think Obama (along with McCain) has a great chance because he will work with people on both sides of the aisle.
